Even if your chinchilla isn't big on being held, most chinchillas can't resist a good petting. They really enjoy being scratched under their chins and on top of their heads. To get your chinchilla more affectionate with you it helps to pet them while they are inside of their cage. Their cage is a "safe spot" for them and petting them while they are in the cage is a good way to get them more comfortable with you. Once your chinchilla begins to look forward to being pet when you approach the cage, you can work with your chin out of the cage. Small steps are usually the best way to earn your chinchillas trust.
